The nearst relief points in water hazard.
Rule 24-2 b(i) says "The nearest point of relief must not be in a hazard or on a putting green. " The situation is that a right handed player has a ball lies on the cart path. The nearest relief point is in a water hazard but the second relief point is on the other side of the cart path where is fairway. Can this player drop the ball on the second relief point? What options does this player have? Thanks!

In this situation, the nearest point of relief for a right-handed player is on the left side of the card path. By definition what you have called the "second relief point" is actually the NPR.
Strictly speaking there are no other options for relief from a cart path, except that taking relief is itself optional. The player can play the ball from the cart path if he/she chooses to do so.
