Ball in Play
If your ball falls off the tee when you are half way through your back swing is the ball considered to be in play? If it is in play do you play it as it lies and incur a one stroke penalty.

Nope. You can abort your swing at anytime before the clubhead passes the ball. You can re-tee the ball without penalty. Your ball is not in play until you have purposely made a swing at it. Whether you make contact or not is irrelevent. (A whiff counts as a stroke too.)
When applying the Rules, you follow them line by line. You don't read between them.

Make sure they alternate legs. You don't want to get to far off balance
