Making Stroke While Another Ball In Motion

    STROKE PLAY

Mike is on the putting green 50' from the hole.

    1. Dave is on the putting green 25' from the hole and plays while Mike's ball is still moving.

    2. Dave is on the fringe 40' from the hole and chips while Mike's ball is still moving.

    3. Dave is in a bunker 40' from the hole, cannot see Mike, and blasts while Mike's ball is still moving.

    4. Dave is on the green 25' from the hole, plays, and while his ball is moving, Mike plays.

What are the penalties in each situation, if any?

I suck at knowing all the rules but as long as they don't hit each other, why would it matter? On weekend rounds I'll hit right after one of my friend hits before their ball has landed and come rest just to speed things up. What's the technical penalty for that?

16-1f. Making Stroke While Another Ball in Motion
The player must not make a stroke while another ball is in motion after a stroke from the putting green, except that if a player does so, there is no penalty if it was his turn to play.
(Lifting ball assisting or interfering with play while another ball in motion - see Rule 22.)
Penalty for Breach of Rule 16-1: Stroke play - Two strokes.

    1. Dave is on the putting green 25' from the hole and plays while Mike's ball is still moving.
Penalty, it was not Dave's turn before Mike made his stroke

    2. Dave is on the fringe 40' from the hole and chips while Mike's ball is still moving.
    As above

    3. Dave is in a bunker 40' from the hole, cannot see Mike, and blasts while Mike's ball is still moving.
    As above

    4. Dave is on the green 25' from the hole, plays, and while his ball is moving, Mike plays.
No penalty. It was Mike's turn before Dave made his stroke.
