Man made obstructions
I have probably a very easy question for Gary... I played the Dome last weekend and on the 9th hole par 3 my ball came to rest against a ciment block that has been put there to hold a giant net to prevent any balls from reaching the street behind it?
Am I allowed relief from that since it is a man made obstruction? Or do I have to play as it lies?

You are allowed free relief from the cement block.
If the cement block is movable, you must remove the cement block and play your ball as it lies.
If the cement block is not movable, you are allowed to lift and move your ball.
