Are wedges given a spin factor like drivers are given a COR factor to test their conformance or not? In other words, is there a maximum spin effect a wedge is "allowed" to give a ball before being classified as non-conformant? If so, what does the spin factor mean, how is it calculated, what's the limit and is there a website available anywhere on the internet to see this data?

Wedges with "diamond grit" or "sandpaper" like faces generally DO conform with the Rules.
Clubs do not have a "maximum allowable spin effect".
The Rules do provide that:
The material and construction of, or any treatment to, the face or clubhead shall not ....., or impart significantly more spin to the ball than a standard steel face, or have any other effect which would unduly influence the movement of the ball.
Apparently the governing bodies have decided that grit-like faces do not unduly influence the movement of the ball.

Bizarre! The actual promo for the Pure Spin wedges puts more emphasis on the fact that this wedge produces more spin effect on the ball than any other wedge on the market!!!
How can the governing bodies (USGA and Royal & Ancient) decide that these clubs are conformant when their promo actually states things that go against the rules?
Bizarre indeed!

Diamond Wedges - Spin
I agree with Gary that the diamond wedges do not impart anymore spin then any other conventional conforming wedge. I have to say from my own experience when using a 56 degree diamond wedge, it has been easier for me to impart spin on the ball out of the sand and around the greens.
Some wedges make it easier to impart the needed spin out of difficult spots even with stonger lofts, they do not always cause more spin.
It is finding the correct one that suits your game.
