When do I adjust scores?
So far when calculating my handicap on this forum, I have always counted every single stroke when inputting my scores on the system. Right now my handicap reads at 14.1 but it would be lower if I adjusted my scores downward if I was adjusting to a maximum 2 over par on those "blow up" holes. When do I get to offically start tracking this way or should I have been doing so already? Do I need to be registered or something?

As soon as it gives you a handicap (5 rounds) use ESC
Not sure what you mean by "register". You are able to log in so you must be registered.
