    Free drop of rock?

    Hole #14, sign says: Free drop off rocks.
    Member drives ball in the woods on the left, in red stake area and ball come to rest on a rock. Does he have free drop? Sign didn't say drop was limited to fairways...etc.
    Personally I'd say no...

    The authorised Local Rule (8F1 in Committee Procedures) allows you to define exposed rock as Ground under Repair on areas cut to fairway height or less and within a stated distance of that area.

    Since you are not allowed free relief from an abnormal course condition (such as GUR) in a penalty area, I would agree that the answer is no.
