New to handicap and have not registered with gao yet.

I play when I can at public courses and have no membership at any club. I read the rules on gao.ca. I consider most of my rounds when I can play practice. Because I am generally teamed up with people I do not know, they may or may not follow rules of golf in play.

GOA handicap indicates.

* you should record all rounds if x number of holes are played.

If I play with a group and they pick up my ball to speed up play on a green I generally don't say anything. I want to keep play speed up. These games I would likely not want to record my handicap because rules were broken by other players which I have no control over.

GOA handicap rules sounds like I should record all these games? Makes me think I am breaking potential rules if I don;t record all games.

I want a handicap potentially to compete in tournaments in the future. I want my hadicap to be truthfull. But so many games are not complete, or really just practice for me.

Can I just record the games that were played by rules of golf?
