Putting on the green

While playing, I removed the flag on the green and laid it down. The first person to putt hits the flag lying on the green. Who gets the penalty?

Am I the one because I laid it down ... or is it the person putting that gets the two stoke penalty?

The person who hit the flag with the putt is penalized. They knew where the flag was (or presumably should have), and elected to take their putt. The risk was hitting the flag, but they chose to ignore it. They should have asked for you to move the flag.
