Out of Bounds
When out of bounds is defined by a line on the ground, the line itself is out of bounds.
A ball is out of bounds when all of it lies out of bounds.
So, if a ball is on the line designating out of bounds, but a fraction of the ball is overhanging the line on the course side, then the ball is not out of bounds.
Conversely, if the line is wide and the ball is fully inside the line marking out of bounds, then the ball is out of bounds.
