ground under repair
With all the trees that are down because of the winter wind, are these trees considered ground under repair. and what would be the ruling if they were not considered under repair thanks for your help

What if it were freshly cutt down - clearly cut by a saw. Still lying where it fell, waiting for removal but not cutt up and stacked?
