Practice swing
If your ball is sitting on the monkey part are you allowed to take a practice swing?

Yes, since your ball is not in the bunker, but on grass-covered ground within the bunker, you can take a practice swing and touch the ground. If your ball is sitting on the monkey part, you can even take a practice swing in the bunker and touch the sand/ground with your club.
You can take a practice swing anywhere - but you cannot touch the ground in a hazard with your club while doing so.

From the definition of a bunker:
Grass-covered ground bordering or within a bunker, including a stacked turf face (whether grass-covered or earthen), is not part of the bunker.
