Gary............. what about the ball in Rae's Creek on 13? Does he not at least have to pick it up if it was found? Or is it because it's in the hazard you can use another ball?
I've spent most of my life golfing .... the rest I've just wasted"

Gary has answered that before, I think in one dicsussion of a rules contest question. You can substitute another ball if your ball is in a water hazard.
It could be that the purpose of your life is only to serve as a warning to others.

Listening to reports this morning, there are concerns as to whether he was allowed to place it instead of dropping it after hitting (putting) it into Rae's Creek. This would cost him one stroke penalty (then can you imagine the club tossing). Since he hasn't completed his round, he hasn't had to sign his card so we won't know for sure for another few holes I guess.

DQ question
Would a player's disqualification in round 1 or 2 be considered as missed cut?
ie. What if there's an additional penalty strokes and Tiger inadvertenly signed incorrect score card and was disqualified before round two. Would that affect his streak of consecutive cuts made?

I would say so
It could be that the purpose of your life is only to serve as a warning to others.

My understanding is he played from his previous spot (ball in hazard), he didn't "take a drop".
20-5. Making Next Stroke from Where Previous Stroke Made
When a player elects or is required to make his next stroke from where a previous stroke was made, he must proceed as follows:
(a) On the Teeing Ground: The ball to be played must be played from within the teeing ground. It may be played from anywhere within the teeing ground and it may be teed.
(b) Through the Green and in a Hazard: The ball to be played must be dropped.
(c) On the Putting Green: The ball to be played must be placed.
20-5(c) applies I would think. Geez, how many times has Gary said not to listen to rules talk from TV Commentators.

Since he was on the green, he's allowed to place the ball at the spot where he lat putted from and add a penalty stroke. He did the same thing in his first Ryder Cup on the 17th at Valderama.
When applying the Rules, you follow them line by line. You don't read between them.
