To settle an argument
In a match play, if a player using a motorized golf cart goes ahead of his golf ball to see the layout of the green, my question is : Is it legal or does he lose the hole?

That situation is typically covered by the conditions of the competition and it is usually not permitted.
However I don't believe this is covered in the rules or decisions.Not fat anymore. Need to get better at golf now!

There is no rule that covers that situation. I know in Golf Quebec and OVGA tournaments that if in a power cart you are not to go past your ball as this is considered gaining an advantage. Players will stop at their ball and walk forward to have a look which is fine. In your case if play isn't delayed there is no penalty.

I assume this does not purport to be a Local Rule but purports to be a Condition of Competition. What is the suggested penalty for a breach?
