mental help
problem
can score mid to low 80's at home course
play in events at other courses score in high 90's
anyone please help

You care too much about the outcome. For whatever reason (pressure to do well, embarrassment if you do badly etc) you are too focused on the outcome and not the process. Try going out in the next event and just enjoy the experience, don't worry about score, think only about the next shot and the next hole etc.
I know this is easier said than done, but it really is the key. The outcome is only important to you, no one else really cares, so go out and play that way!

How do you prepare for these events? Do you familiarize yourself with the new course beforehand? Study the scorecard? Maybe play a practice round? Talk to a member about conditions?

Practice round is give in for me. Need to get yourself familiar with the holes, get a general strategy and know what clubs you'll play (which holes need an extra club, or a club shorter). The key during the tournament is confidence, you have to be confident when you step up to the ball that you have the right club and a specific target, the only thing left is hitting the ball which your body already knows how (don't think about swing mechanics while hitting your shot).
Lastly, a big part of golf is recovering from mistakes, which happens to everyone. Concentrate on the shot at hand and how you can best play it and that you will pull it off (confidence), not thinking about how you got yourself there in the first place.
Play every shot like you love the game, which I'm sure you do, and look forward to the next shot. You'll play better. Tournaments are awesome

You have to get out of your own way. How you accomplish this is up to you... preshot routine, sing a song, talk to your imaginary friend bubba, play with your balls, whatever.
You only get out of something what you put into it
