What about Tiger's interview after the round when he said he dropped a couple club lengths further back than his original spot on 15, supposedly using stroke and distance? That would be a wrong place.

I believe he can go back as far as he likes in a line between where the ball crossed into the hazard and the flag

They said later on TV that his group was out of position, they were put on the clock on 11, warned on 13 and again on 15 I think, then he was penalized on 17... I may have been mistaken as I wasn't really paying attention.

The key is to keep the group in front of you in site and you probably will never be out of position and therefore no penalty and it will allow you to take extra time if needed. The group got out of position and all three players were timed. Pick it up when warned and you won't be penalized.

I read that the desired time to complete the round was 4:38. However, if ALL the players play slowly but stay "in position," then the players will neither be timed nor penalized. Woods and Furyk are notoriously slow players but as long as they stay within "14" minutes of the group in front, they are in position. Guan's group had hole(s) open in front, were individually timed, subsequently warned and because they did not close the gap, and the kid was penalized because his times were over the maximum allowed.
The problem then becomes obvious. The Tour's pace of play system will not work because, if "all" of the players decide to play slowly, but stay in position, nothing can be done. The solution is obvious. Institute the "group place of play" system where the groups get to a specific checkpoint in a predetermined time, and if they do not, strokes are added to their score.
This GPOP system is used in our local OVGA tournaments, in GAO tournaments and hopefully in Golf Quebec tournaments this season as well. After having used this last season, tournament rounds are generally being completed in 4:10 to 4:30, which is very reasonable.

A typical POP COC
Pace of Play (Note 2 to Rule 6–7)
a) Time Allowed for Round
Each hole is given a maximum completion time, primarily based upon its length and difficulty. That information is printed on the score card, together with the maximum time allowed for the completion of 18 holes, which is also displayed on the first tee.
b) “Out of Position”
The first group and any group after a starter’s gap will be considered to be “out of position” if, at any time during the round, the group’s cumulative time exceeds the time allowed for the number of holes completed. Any following group will be considered “out of position” if it is more than the starting interval behind the group in front and has exceeded the time allowed for the number of holes played.
c) Procedure when Group is Out of Position
i. Account will be taken of difficulties encountered by a group e.g. ball searches, rulings, inclement weather.
ii. If a decision is taken to time a group, each player in the group will be informed the group is out of position. At the referee’s discretion, each or any player will be subject to individual timings.
d) Timing Ceases when the group is back in position. The players will be advised accordingly.
e) Time Allowed for a Stroke
i. The first player to play in the group is allowed 50 seconds. Subsequent players are allowed 40 seconds.
ii The time will start when the player has had sufficient time to reach his ball, it is his turn to play and he is able to play without interference or distraction.
iii. The time allowed includes any yardage assessment, any walking forwards or backwards and any pre-shot routine, including practice swings.
iv. On the putting green, timing will start when the player has had a reasonable amount of time to lift, clean and replace his ball, repair pitch marks and move loose impediments on his line of putt. Time spent looking at the line from beyond the hole and / or behind the ball is included in the time allowed for the stroke.
f) PENALTY FOR BREACH OF CONDITION (Note 2 to Rule 6-7 and Note 3
to Rule 32-1b).
Stroke Play Match Play
1 Bad Time One stroke penalty Loss of hole
Stableford: 1 point from total
2 Bad Times Further two stroke penalty Further loss of hole
Stableford: 2 points from total
3 Bad Times Disqualification Disqualification
Stableford: Disqualification
g) Procedure When Again Out of Position During Same Round
If a group is subsequently out of position during a round, previous bad times and penalties applied in the round will be carried forward until the round is completed.

I voted this way because of the other mess. What a bunch of "stuffed shirts". Great way to ruin a perfectly good week-end
The clouds may be gone over Agusta but someone has sure started another storm of contoversyDoes the 2nd hole-n-one come easier ?
