    Question lift clean and drop/replace

    can a committee make a local rule requiring a player to drop a ball in the rough after cleaning mud as opposed to replacing

    Assuming that the appropriate Local Rule (under Course Conditions) was if force the committee may not modify it to prohibit the player from replacing the ball. Rule 33-1
