situation , ball swung at in bunker but missed ball but still hit sand
this happened to a buddy pro that just played in the can pro event in florida.

If he missed the ball it is a stroke and no penalty for hitting the sand during the stroke. If he hits the sand after the stroke he would get a two stroke penalty.

The key is the first sentence of rule 13-4 'before making a stroke'. The stroke consists of the forward movement of the club with the intention of striking the ball. So he did not hit the sand before making the stroke.
