what situations would you drop a ball on putting green

28b, 28c, 26-1b, 26-1c, 25-1b(ii), 25-1c(ii), 24-2b(ii)

and this decision

I thought you had to place on the green, not drop

Whether you place or drop depends on the circumstances and on which rule you are proceeding under.

Where does it say you can't? That is the question you should be asking. If the rules don't say you can't then you can. But if they say you must do something then you must.

You can't always drop on the green. But try reading the rules I quoted above and tell me why I can't drop on the green under Rule 28 or any of the others.
