Excuse me? How is max = 7 easier to understand than max = triple?



Red herring. How many holes have you played where par is set incorrectly? Besides, if the course is rated properly this should be taken into account in the rating.



Just read this closely for the first time. He says match, so I assume the goal is to make MATCH play results closer to 50/50. Equity in stroke play competitions is not the goal.



Pressure from the USGA?

You hadn't read this before (you asked if I had read the thread)? It seems that you have more axes to grind than just the calculation methods. Sorry to hear about them.
I sincerely doubt that there is any pressure whatsoever from the USGA - they have more important things to do than worry about handicapping in Canada.
