Checking in other palyer's bag
What's the rule if you check in a competitor's bag to see what he just hit on a par 3 ? Penalty of stroke?

You can look. Don't touch. Don't ask. Pro caddies often throw a towel over the heads so the FC cannot see what's missing.

Like Dan said, you can look but don't touch the other players clubs to check.

I was not sure if I could count the number of clubs a player had in a match play. I could see several drivers in the bag. In itself no big deal but the rest of the bag was packed. I did not dare touch his bag but I asked and upon the player counting he said he had 15 clubs. I did not know it was a rules violation to touch the bag or the clubs. I just thought that I would not want anyone else touching my clubs.

just curious as to the rule for actually touching another players equipment and what is the penalty?
I got a fever. And the only prescription is more golf equipment.

Q. A looks into B's bag to determine which club B used for his last stroke. Is this the equivalent of asking for advice?
A. No. Information obtained by observation is not advice. But see also Decision 8-1/11.
8-1/11 Removing Towel Covering Another Player's Clubs to Determine Club Used
Q. Decision 8-1/10 states that it is not a breach of Rule 8-1 for A to look into B's golf bag to determine which club B used for his last stroke. Suppose a towel was covering B's clubs and A removed the towel in order to determine which club B had used, would that be a breach of Rule 8-1?
A. Yes. A player is prohibited from obtaining such information through a physical act.

The penalty for which is 2 strokes or loss of hole.

I'll take a look all the time during tournament rounds. It's never bothered anyone in stoke play but in match play I'll usually have a caddy for a second opinion anyway.
