Either a hacksaw, with a fine tooth blade, or a dremel will work. Before you cut it wrap the shaft in masking tape to prevent it from splintering and go slowly when you cut.
Dremel tools with the big cut-off wheel are best for cutting graphite.Not fat anymore. Need to get better at golf now!
