Fixing Ball Mark on the Green

I meant to ask this before as it was brought up in discussion during my Men's closing event.

What constitutes fixing a ball mark on the green. Do you have to use a tool and fix the mark before tapping down, or can you just tap it down. People felt that just tapping down constituted touching your line of putt, not fixing a ball mark.

    What says the officials?
It could be that the purpose of your life is only to serve as a warning to others.

You can just tap it down and don't need to use any tool. Some use a putter to tap the ball mark back into shape, some use a modified fork, some use a tee and others use an expensive ball repair tool.

You will only do a job good enough to satidfy your greens master if you use decent strong repair tool and push the surface in the right direction. ie insert the tool vertically at the edge of the damage. Then push the top end of the tool towards the centre. Work your way round the hole and go round again if it is bad damage. This will move the top surface into the damaged area and will allow it to heal quickly.
The technique where people pull the top away from the damaged area with the intention of lifting the ground under the pitch mark, simply tears the roots away from their source of nutrition and breaks them near the surface causing the deep ends of the roots to wither and die.

I'm not sure how you fix it by tapping down. A ball mark is usually a depression or hole in the surface of the green.

AAA sometimes there are people in this part of the world that don't smooth out what they've tried to repair and I'll often just tap down their work to smooth it out. I know it was a ball mark but don't want my ball hopping in the air. It's amazing how many people can't or won't fix a ball mark.
    Thanks for posting the video.

What I don't get is why someone who makes a deep mark with-in inches of the hole, won't even fix that! It should be an honour for you to spend time gloating over your great shot and ensuring all your partners see where your ball landed.

    Ball Marks'

I know the original thread was a question about rules so I won't get started on the people who will not fix at least their own mark.
