    Last weeks rules contest

    May a player make his first stroke from the teeing ground by using a 2-inch tee peg that is placed in a small mound of sand-soil-seed mixture placed by the player to raise his ball 3 inches off the ground?

    Yes: Definition of "Tee" and Rule 11-1. In teeing the ball, the tee must be placed in the surface of the teeing ground. The player is entitled to create an irregularity of surface within the teeing ground and play from that irregularity (tuft of turf).
    Rule 11.1 gives the choices of 'surface of teeing ground' OR 'tee' OR 'mound or irregularity created by player.' Elsewhere in the rules 'or' has been used in an exclusive sense as in, one or the other but not both. What is it about the wording of 11.1 that makes you believe that one would be able to do more than one thing at the same time? There is a limit in the length of tee and it seems to me that building a mound and then putting a tee into it would be flouting that rule.

    No.

    You are correct in your assessment of Rule 11-1.

    The player may place the ball on a tee on the surface of the teeing ground.
    OR
    The player may create an irregularity of surface within the teeing ground and play from that irregularity (tuft of turf).
    Not both.

    Unfortunately, the Rules Contest answer was inadvertently marked "Yes".
