Ball falling off the tee
My playing competitor is teeing it up on the ninth hole when this happens ....... He takes his club back and starts his downswing, just as his club is about to touch the ball, the ball starts to move off tee to the right and he kinda tops the ball so it rolls about 18 inches in front of the tee blocks. Is this a ball in motion? If not, what happens next?

The stroke counts but there is no penalty for playing a moving ball (Rule 11-3).
The ball is in play 18 inches in front of the teeing ground and the player is lying 1.

I was hoping you werent going to answer this quickly.
It was good conversation after our round as we initially thought of ball in motion with strokes, then we thought about TC Chen's double hit. I did know the answer but wanted to see others' thoughts. Either way thanksI've spent most of my life golfing .... the rest I've just wasted"

Could he have stopped his motion and replaced the ball without penalty or had he addressed the ball by then?

The ball is NOT in play yet.
You can pick it up and move it somewhere else.
You can kick it off the tee with your foot and re-tee without penalty.
You can pick it up and put another ball on the tee in its place.
The ball is not in play (i.e. the play of the hole hasn't started) until the player makes a stroke at the ball.

A friend of mine this past weekend went to hit his ball off the tee but missed the ball completely and the ball stayed on the tee and didn't not move. What is the ruling?

After all this................ I would have to say nothing. Swing again with no penalty. The ball is not in play until it leaves the tee.
