Question about grounding club in hazard
I had a situation. Luckily it was one of those 2 ball practice rounds but this happened and prompted a question.
If the ball is sitting on the edge of the hazard, but not IN the hazard. Can I still ground my club? Will I be penalized for testing the ground? Even though the ball is not in the hazard?

Rule 13-4.(Ball in Hazard; Prohibited Actions) states that when your ball is IN a hazard, you may not ground the club in the hazard.
You stated that the ball was NOT in the hazard.
Therefore, this Rule does not apply and there is no penalty for grounding your club whether or not it is grounded inside or outside the hazard.
