Illegal clubs
Gary,
Does the committe have the resources to determine whether a club is conforming?
Suppose a competitor is playing with a non-conforming club (which was non-conforming when manufactured), say the grooves are illegal. Or maybe the hosel is not connected to the clubhead correctly. Is there a way for the committee to determine whether a club is conforming (other than a list of clubs and manufacturers, as is the case with the current 'hot' drivers)?

Any clubs which are on the manufacturer's list of conforming clubs are deemed to be conforming.
Any club which is on the non-conforming list is deemed to be non-conforming.
The Committee has the power to declare any club non-conforming during the competition as it sees fit.
As an on-course official, I need no resources and may declare the club non-conforming on sight.
Any disputes may be referred to the implements and balls division of the R.C.G.A. for clarification.
