Ball hit from within a hazard

This happened today but want to see what people think the player is lying and where he's to hit his shot from.

Tee shot goes right into lateral water hazard (LWH) but is playable from within the hazard. Player hits ball out of hazard with the ball travelling over the water towards the fairway and strikes the LWH marker about 160 yds away and ends up going back into the hazard. The ball had remained within the hazard until it hit the hazard marker.

What is the player lying and where does he hit from????

Seeing as how he never has a point to reference in crossing the hazard, would he not have to take his drop back outside the hazard keeping the entire hazard in front of him and he'd be lying 3?

I would say since he never exited the hazard, he would have to drop from where he played his last shot (in the hazzard) and if it was unplayable after his drop, he would have to take another drop (and penalty) outside the hazard at his nearest point of relief...

So either hit 4 from the hazard or 5 from the hazard relief....

Since he elected to play his 2nd shot from the hazard there is no penalty.
If he can play from the "new" place in the hazard he is lying 2.
Under the LWH rule he can play from as close as possible to the spot the previous shot was played with 1 penalty stroke, lying 3, playing 4.26-2(a)i
OR he can drop using the point of entry for his LAST SHOT FROM OUTSIDE THE HAZARD, lying 3, playing 4
OR he can return to the teeing ground, lying 3, hitting 4

No matter what option, he has taken 2 strokes and there is only 1 penalty stroke, unless he choses to drop inside the hazard and then has to drop outside the hazard, in which case he has 2 penalty strokes and is lying 4

If you drop inside the hazard, where you hit your last shot from, and then decide the ball is unplayable, you have to take an additional penalty stroke to drop outside the hazard.

Depends on the situation, but dropping inside a hazard would always be risky because the ball is in play once dropped even if it rolls into an unplayable position. If you drop outside the hazard and it rolls in, you get to re-drop.

I think in Gerry's original scenario, going back to the tee was the only viable option.
If you never get out of the hazard, you still retain the option of going back to the last shot hit from outside the hazard and using any of the options of rule 26 (after counting all the strokes and penalties already taken)

    An exerpt from 26-2a(i)

    If, after dropping in the
hazard, the player elects not to play the dropped ball, he
    may:
    (a) proceed under Rule 26-1b, or if applicable Rule
26-1c, adding the additional penalty of one stroke
prescribed by the Rule and using as the reference
point the point where the original ball last crossed the
margin of this hazard before it came to rest in this
    hazard; or
    (b) add an additional penalty of one stroke and play a
ball as nearly as possible at the spot from which
the last stroke from outside a water hazard was
    made (see Rule 20-5)

Okay. I didn't realise you were totalling the penalties as the rule refers to an 'additional' penalty.
