I'm a modified step 14 guy.
I put the club on the bench so that the scorelines are parallel and then slide the ruler along the back. It's a little more consistent than doing it on the ground since you can see the lines. Not fat anymore. Need to get better at golf now!

I'm a Appendix II, 1.c. guy.
When applying the Rules, you follow them line by line. You don't read between them.

True, for the purpose of fitting the length of the rest of the clubs throughout a set, another method should be used. But Appendix II 1.c. is the only "legal" method for measuring club length and, especially with the driver, 1/8" can make the difference between playing and a DQ.

Are we suppose to measure for correct length by using the fixed 60* lie angle jig? I thought I read somewhere that its recommended to rig your club ruler jig at 60* to get the proper lengths? This article also stated that the USGA requires this 60* for club lengths?

NO - the USGA method is set up only for referencing a single type of length measurement for the purpose of enforcing their rule about maximum club length. The assumption by the USGA is that only drivers would be in question as to whether they are within the maximum length designated now in the rules. The USGA adopted this method chiefly because when they polled the club companies, the vast majority of them make their driver heads with a 60* lie.
Proper measurement of club length for clubfitting purposes and for clubmaking purposes shall ALWAYS be as it has been. You must sole the clubhead so it touches on the base of the measuring unit or the floor in the center of the sole from heel to toe. With each clubhead for each club being measured in this proper lie position, length is then measured from the floor/base of the gauge up the back of the shaft.
Please understand, the USGA's method is only there to act as a condition for them to enforce their rule about maximum club length, and is NOT to be taken as a method for all club length measurement or for clubmaking or clubfitting purposes.

The instruction is very exhaustive. As for me, I do the usual thing-- use a tape meter.
