if 4 scratch golfers play together is there a way to guess what they should score? What if they are 4x2hcps? 4x8hcps? Is there a way to ball park what a scramble group of 2 or 4 would shoot? Should shoot?

Tough to answer that question. Depends on the course, the weather and how well everyone is playing that day.

I have played scrambles with guys who had 20 handicaps and sometimes they are the ones who make the putts.

But if 4 scratch golfers are playing together you would hope their score would be at least 15 under par. They should birdie all the par 5's, or eagle a couple.

You just can not answer your question as no one really knows how they are going to play on a certain day.

Indeed, a consistent driver, a long driver, a good chipper and a good putter will score well, regardless of their handicaps. Perhaps mid-fifties if they are all scratch.
