how many strokes do you give someone?
playing today and the stroke dif is 1.9 do you round it up or down?

Most people would round up or down as they would in any other situation.

From the USGA Handicap Manual:
A player's Course Handicap is determined by multiplying a Handicap Index by the Slope Rating of the course played and then dividing by 113. (See Section 10-4.) The resulting figure is rounded off to the nearest whole number (.5 or more is rounded upward).

Actually, it's simpler than that. You don't take the difference of your indexes, you take the difference of your handicaps. You have to look up (or calculate) your handicaps (not your indexes) on the particular course you're playing. Then you take the difference in handicaps. Since all handicaps are whole numbers, there will never be a rounding issue.

Assuming we are all Canadians here, we have a handicap factor, not a handicap index. The Americans own the word index and will not share it.

If you play the same people most of the time you should do what I do, start by giving the difference of your handicap factors and then every time you win you give one more stroke on the next round. Of course if you lose you give one less next round, this way you always have a wager and at the end of the year it would be unusual to have lost or won more than 4 times the amout that you started with.
