Touched ball in sand trap.
Is there a penalty if you touch you ball with your club at address in a sand trap but the ball does not change position? Did no touch the sand with the club.

At a local tournament a couple of years ago, the rules of the day were to play the ball down even though the normal local rule was preferred lies. Playing in the tournament was a member who was used to moving the ball with his club head and on one occasion, inadvertently went to roll the ball over and TOUCHED the ball. He was penalized as he "touched it purposely," even though the ball did not move.

This does not answer my question:
Move or Moved
A ball is deemed to have "moved" if it leaves its position and comes to rest in any other place.
If I’m not mistaken, if the ball was touched but was not moved there is no penalty but in my case I was in a sand trap. Not sure what rule applies here.

Decision 13-4/12 covers this one.
Q. A player, when addressing his ball which was lying in a bunker or was prtially submerged in water in a water hazard, accidentally touches the ball with his club, but without moving it. Does this constitute touching the ground in a hazard or water in a water hazard in breach of rule 13-4?
A. No
From this I would not call a penalty on the accidental touch. I hope that answers your question.

I answered your question directly with the word 'No'
I quoted the rule most appropriate and highlighted the words in red to show that purposely was an important word and addressing was more important.
There is no rule which explicitly says there is no penalty for your action.
If there was a rule saying there is no penalty for everything you can do we'd run out of trees to print the book.
However, the decision quoted is not really appropriate as it is talking about a breach of rule 13-4. Touching and moving are covered in rule 18-2.
