Not quite understanding the lost ball rule
So I am trying to understand the rules a bit better and this one confuses me a bit.
Say you hit your drive and it find the bushes in the rough. It may or may not be findable. But it is definitely not OB. Rule 27.1 states that:
If a ball islost or is out of bounds, the player must play a ball,
under penalty of one stroke,as nearly as possible at the spot
from which the original ball was last played
So a provisional must be played from the tee again and the provisional would be shot #3.
Later, in 27.1 when talking about provisional the rules state that:
If the original ball islost outside a water hazard or is out of
bounds, the provisional ball becomes the ball in play, under
penalty of stroke and distance (Rule 27-1).
Does this not mean the same thing as above? Why is it that in one case it states stroke and distance and in another stroke only?
