    RCGA has a plan

    The Royal Canadian Golf Association took the smackdown it asked for prior to the release of its strategic plan last week and if what doesn't kill you only makes you stronger, then the RCGA is standing tall for now.

    executive director Scott Simmons, who stresses the RCGA does positive things such as rules and amateur status, handicapping and course rating.
    Is it just me or is the RCGA just piggybacking on postive things that others have implemented?

    Rules and amateur status - Are there any RCGA rules that are different from USGA or R&A? (Some decisions are different between USGA and R&A, but these are unified evenutally.)

    Handicapping - A different ESC than the USGA? Is there anything else?

    Course rating - Don't they use the rating system set out by the USGA?

    I am very confused?
