handicap ruling wanted

played at royal woodbine in toronto and the rating is 71.4 and the slope is 136. I played from the blues. Total yards was supposed to be 6189 but it was much less. There were 3 holes where we had to tee off from the white tee box and one par 3 was moved to the tips. Also, one of the par 4s was turned into a par three with a temp tee box. ALSO a par 4 was turned from a tight but short 300+ yard par 4 to a 176 yard par 4 over water...

Can this round be entered into my cap???

As I understand the way the system works, the answer is no. From what I remember from glancing at the handicap manual, what should happen is that the course should apply to the GAO for a temporary rating for use during the construction period. You can check with the GAO to make sure.
