Ball on stump
I actually had this happen to me a few years ago. My ball came to a stop on top of a cut stump along the edge of a fairway. What would the ruling be? Play it where it lies or man made obstruction?

The stump wouldn't be a man made obstruction so it would be "play it as it lies". It would make for an interesting shot.

see, i wondered about that. the TREE was not a man made but was the stump? it was made by a chainsaw!
strangely, the shot didn't turn out so good as I did play it off of it, just for fun.

Not necessarily - it could be "ground under repair":
25/8 Tree Stump
Q. Do the Rules provide relief without penalty from a tree stump?
A. No, not unless it has been marked as ground under repair or it is in the process of being unearthed or cut up for removal, in which case it is “material piled for removal” and thus automatically ground under repair — see Definition of “Ground Under Repair.”
A tree stump which the Committee intends to remove, but which is not in the process of being removed, is not automatically ground under repair.
It seems it would depend on whether the tree stump is in the process of being removed or not.

This just emphasizes the importance of an active rules committee who works closely with the greenskeeper to help avoid situations like these. If the greenskeeper were to merely place one of those "Rainbird" flags on the stump, it would be clear to members/players that the area is GUR.

1) Only clean enough of the ball to either identify it (12-2) or to ensure that it is fit for play (5-3)
I think a "muddy bare patch" would be considered "casual water", therefore:

Not sure where this is coming from but because casual water is a temporary accumulation of water on the course or water that is VISIBLE before or after a layer takes his stance, why would you consider a muddy bare patch casual water, if no water is visible? Rather, the committee could mark this kind of area as grounds under repair.
