Looking to get a gift for $100
Is there a course in the ottawa area that I can get two prepaid green fee cards for $100? A good course, doesn't have to include carts. Its for a gift so the nicer the better. $100 is the absolute max

Your best bets would be:
Stonebridge (non-prime, although its $55)
Greensmere
Pakenham
Renfrew
Whitetail
Emerald Links
Meadows
About the only ones I can think of. When you say "nice" you are probably meaning one of the higer end courses. To play those, unfortunately you are looking to spend more than $50 per player (with the exception of SB non-prime and Renfrew).
