    Double hit ruling

If a player is playing his/her 2nd shot chipping onto the green and accidently hits the ball again as he/she is completing the swing is the player now playing his/her 4th or 5th shot. Basically is it a 1 or 2 stroke penalty?

You count each hit as a shot.

You would be hitting your 4th shot.

Rule 14-4. Count the original stroke and add a penalty stroke. The TC Chen rule.
When applying the Rules, you follow them line by line. You don't read between them.

Got it... One of the game's more celebrated Rules incidents involved Rule 14-4, or the "T.C. Chen Rule," as many refer to it. With a four-stroke lead in the final round of the 1985 U.S. Open, Chen "double-hit" a chip shot near the fifth green. The accounting for this act goes like this -- count the stroke and add a penalty stroke for striking the ball more than once. If a player somehow strikes the ball three times in the course of a stroke, it still counts only as one stroke plus one penalty stroke.

So in this case the 2nd shot was made then a 3rd shot (double hit). Add a penalty stroke and you're now hitting 5.. correct?

    Which case. Your's or TC's?

Your case: Lying 3. Hitting 4.
When applying the Rules, you follow them line by line. You don't read between them.

No. 2nd stroke made. Penalty for the 'double hit'. 3 strokes taken so far.

    14-4
If a player’s club strikes the ball more than once in the course of a stroke, the player must count the stroke and add a penalty stroke, making two strokes in all.
