Protective Fencing
Here is the situation.. On the second hole at my home course (which is a par3) there is a protective fence to protect people on the green from airant tee shots of both the first and third tees. The ruling that is enforced here is you get swing relief only while playing any hole other than #2. While playing #2 you get both swing relief and line of sight relief (full relief from the fence).
Here is a couple situations as examples..
While playing #1 I hit my tee shot right and it ends up right behind the fence (which is approx. 30 feet long). My ball is dead square in the middle of the fence. When taking my swing I would hit the fence with my follow through. So I get relief. My nearest point of relief is straight back or to the side. I know have a full swing, however I have to hit over or around the fence..
While playing #2 I hit my tee shot long of the green and it ends up behind the fence. I now get full relief of the fence, to the nearest end. Leaving me a clear chip onto the green.
Any thoughts on this? Are these rulings correct.. I believe these are local rules but I am not 100% sure at the moment.Proud Member BigJohnnys Ryder Cup Team '08

When playing the 1st & 3rd the relief is that given by Rule 24-2 Immovable Obstruction.
However, the relief when playing hole 2 sounds like they have introduced the Temporary Immovable Obstruction Local Rule which gives relief if (a) the ball lies in front of and so close to the obstruction that the obstruction interferes with the player’s stance or the area of his intended swing, or (b) the ball lies in, on, under or behind the obstruction so that any part of the obstruction intervenes directly between the player’s ball and the hole; interference also exists if the ball lies within one club-length of a spot equidistant from the holewhere such intervention would exist.
This is usually only seen in major competitions when there are temporary constructions like TV towers or grandstands on the course.
I have sometimes seen the LR used in circumstances similar to yours and have never seen any published objection by the RBs.
The only unusual aspect is the restriction to one hole but that is similar to the idea of having OoB when playing one hole but not the other when there are adjacent fairways.
