    When is a ball considered on the putting surface?

    I was in a match play event on the weekend, and on the 13th green, my competitor asked me if we agreed his ball was on the green or not. The ball was literally on the edge of the collar and putting surface. Furthermore, it wasn't 100% distinguishable between the collar and putting surface.

    To me it didn't matter anyhow, since his ball was clean, so the only advantage he'd have is being able to line up his putt. But, just curious, what should the ruling have been?

    According to the rules if any part of the ball is touching the putting surface it can be marked and lifted.

    In situations where it's unclear as to the boundary you'd have to make/agree on the decision.

    If the bottom of the ball is on the collar/apron it is unlikely that the ball will be touching the putting surface, unless the grass is very soft and the weight of the ball pushes it down.

    That's what I thought as well. However, agreeing on a decision is one of things that makes match play so interesting. It often comes down to character, mood, ethics, experience and knowledge. I have found that it is often much more difficult than it should be to come to an agreement. Maybe it's me!

    If the green and fringe are indistinguishable should't it be considered on the green?

    If there is a distiguishable line and bottom of the ball touches the green, it's on the green. If the ball is on the fringe, overhanging the green, then it's not on the green.
