Your opinions regarding OTT
If a golfer's downswing plane is steeper than his/her backswing plane, would you
say this golfer has an over-the-top move? And why???
Please note that although the backswing and downswing planes are inclined at
different angles, they both rest on the same straight line on the ground...

If you use the turned shoulder plane as the BS plane, then if the DS one is above the BS plane, then the golfer is OTT.
It is quite possible to bring the club back below the TSP and "loop" it back up to the TSP and NOT be OTT.
However, more golfers would be better ball strikers if the shaft axis plane was the reference.

i think BC that on this forum a description or even a visual of a TSP is necessary
and other plane angles as well....

You beat me to it. Thanks.
Notice that Hogan is on the TSP(turned shoulder plane) at the top, and returns the hands/club to the shaft axis plane on the way down.
Notice too, that his right elbow stays on the shaft axis plane, throughout the swing, something that John Dunigan emphasizes in his book, "The Secret to the Golf Swing.". These are two hugely important reasons why Hogan was so good. And yet, if YOU (anyone) had a swing like this, many golf scholars would say that the swing is too flat and too much from the inside. NOT. It's pefect!!!
