Free Drop Ruling and power lines

I played a course in Toronto recently that had power lines running across some of the fairways. Anyway. The score card stipulates a free reshot if your ball hits the wires.

Question: Can your ball be placed in the spot you shot it from or is it a drop.

Part B. If you have to place it does it have to be placed in the divot you created during the offending stroke?

I hope the local rule made it clear that the replay without penalty was mandatory. It would be illegal for the committee to allow free replay as an option. Larrimac and Dome have such power lines, but I am not familiar with the wording of their local rules.

Replayed from the teeing ground, the ball may be teed anywhere within the teeing ground.
Replayed from the putting green, the ball must be placed.
Replayed from anywhere else, the ball must be dropped.

The ball is dropped as nearly as possible to the spot where the previous stroke was played.
As is the case with all drops, you "takes your chances" after it hits the ground.

In a situation where the ball would have to replaced (eg. someone else hit your ball and created a divot), you would be allowed to place it in a nearby similar lie.
