The best course is not nessesarily the best option for membership. If money is no object then go for the best exclusively private course, but to me "best" means bang for the buck. A membership at a reasonably priced semi-private 27 hole course such as Manderley, Pakenham or Emerald Links are great options offering a variety of holes, reasonable dues and no initiation fees.
I also think your home course should be as close as possible to where you live. Driving time is huge when you play a lot, and a close course means it's a lot easier to get 9 in on a whim. Location, location, location.

Dan hit the nail right on the head..... Most of the posters on this site can't afford a membership at a private course... So........location, location, location...... I'm not going to drive 45 minutes to a course from work or home to save a few $$$$ on a membership... Marshes is 3 minutes from my house, so if i decide to get in a few holes, or just want to hit the range, i'm not driving across the city.
That's why Marhes is the best course in Ottawa "FOR ME"..... How many other courses offer free use of the driving range and short game greens + "GPS" golf cart that are not private?????? Huh?????Driver!!!

Defensive? Not me. That was my first comment, so there's nothing to be defensive about. My comment wasn't directed at you, it just happened to be posted after yours.
Just trying to get back on track, the thread was "Best club to be a member at", which is different things for different people, not "Which is the best course" which is another thing entirely.
