Water Hazard(Lateral or Not)
Gary,
Can a player whose ball lies in a water hazard, not necessarily in the water play the ball without incurring a penalty of one stroke? Or must that player take a penalty and drop no nearer the hole. Is there any different interpretation of this ruling depending on the color of stakes marking the hazard.

BTW...I think a penalty must be taken when in the hazard, but a friend of mine does not agree.

I'll take a shot at this.
Your friend is correct. You may take a shot out of a hazard without penalty, but you are not allowed to ground your club in the hazard area. Gary will give you the offical wording.

The penalty is not assessed for hitting the ball into a water hazard.
The penalty is assessed for removing it from the hazard without making a stroke.
There is no penalty for playing the ball as it lies.
