That pic is at least a year old, as I recall Tiger was knocking in a short putt in the manner of Palmer or Nicklaus back in the day.
As for the whole controversy:

No no, that pic was from the Masters. He barely missed a putt and tapped it in like that. All the commentators remarked about how the field should watch out because he was so relaxed.

Thanks for the correction. I missed the end of the last round as I changed the channel once it looked like Mickelson was sure to win (and the announcers started to speak in reverant and hushed tones).
