9-Hole Twilight Rate?
I've never heard of a 9-hole twilight rate. As far as I know, it is 18 holes or less - depending on how good your eyesight is in the dark!
If you live in the east end, Nation charges $12 and Hammond charges $15 as a twilight rate.
If you live in the south end, Poplar Grove charges $15.

Best deal in town has to be Stonebridge at $25. Usually their twilight starts at 5pm but at this time in the season, it should start sooner.

Stonebridge Twilight Hours Not That Great
Called them today. Twilight starts at 16:30, great if you want to play 14 holes.....
Seems to me that the Meadows has earlier (15:30 ish) twilight at $21 weekdays, $25 weekends.

Addendum
Nation's twilight rate starts at 4:00 pm, and Hammond's starts at 2:00 pm.
Poplar Grove's rate went up to $18, but it starts at 4:00. Metcalfe also has an $18 rate, but it usually starts at 5:00 pm (might be earlier now).

Hammond!!!!!!!
Do not go and play at Hammond. I played it a couple of weekends ago, it's in the worst shape that I have ever seen!! Even for the $15 it's not worth it!! They don't even have any fairways!!!

emerald
I played emerald a week ago, and I was off at 4:20 ish so it must be 4:00 at the latest. I beleive i paid around $25
I've checked out Le Dome, and they have 25$ after 4:00, but i've been hearing bad things about the conditions there.
Does nation seriously have a 12$ twilight rate?

Yes after 4:00 it is $12 on weekdays and $19 on weekends at the Nation
"Twilight" is not really supposed to be a slow period discount, but rather a reduced rate to allow for the possibility (or even certainty) of not completing the course.
Some courses do offer lower rates for non-prime periods, but they are not usually as deeply discounted as a real twilight rate.

Mont Cascades
After 2pm= $25
After 4pm= $17
...and speaking of other related prices, they charge $25 before 9am on weekdays. Not a bad deal.
