Going to CALI! SD to exact...
anyone know of any good courses out there ? My cousin said he is really close to oakland if that helps. Cheap and good if possile

You do mean San Francisco, right? That's right next to Oakland. San Diego is 500 miles south, right by the Mexico border.
When applying the Rules, you follow them line by line. You don't read between them.

Since you're talking SF, I have a couple of recommendations. In priority order:
1. Pasatiempo. Semi-private located in Santa Cruz, about 1 hour from SF. Designed by the guy who did Augusta National. A truly excellent course.
2. Bayonet/Black Horse. About 90 minutes from SF. Two courses that used to be run by / for the US military base. As I recall, Bayonet is the better of the two.
3. Half Moon Bay (Ocean Course): About 30 minutes from SF. This is the golf course that the last American Pie movie was filmed at. Some really nice views from the Ocean course.

If you happen to be in Golden Gate park and want to kill an hour or two...there is a 9 hole par 3 executive course right in the park. Nice little course.

actually i just found out we are going to do 4 days SF and 3 days SD
I dont think he would be upto playing an exec course but me and the rest of the boys can go during the day while he is at work

Seriously though. Check the web for specials, especially twilights or 48 hours specials.
For example, twilight Monday-Thursday at Half Moon Bay is $75.00. I played it last year in February, a good track.It could be that the purpose of your life is only to serve as a warning to others.

If your cousin lives close enough, he might get 'resident' rates at some nice municipal courses like Harding Park. They have a SF resident rate and a bay area resident rate. I'm pretty sure it's the same at Torrey Pines in SD. Maybe they have a state resident rate? Worth checking out.
