Player A gets a two stroke penalty.
See Rule 19-5a.

There is no penalty for *not* marking your ball unless you have been specifically asked to mark it. If nobody asked B to mark his ball, then he incurs no penalty.
A, of course, incurs the penalty for putting his ball into another.spidey

So Pinshark we were both correct. You in assessing a penalty but got the offenders mixed up, and I was correct in the marking of the ball.

Well thanks for the info everyone. I was of the belief that not marking the ball was a 2 stroke penalty for the player who had the unmarked ball hit. Now I know that it only applies if the person was asked to mark their ball, that makes it a whole new perspective. I mean who would refuse to mark their ball if someone asked anyway.

You may want to look at Rule 3-4.

This came up in a recent round of mine:
Player A hits his approach onto the green. Player B hits his approach onto the green, but it hits A's ball. Does player B incur a penalty?Back at it.
