Ruling on tee box mi****

I know there are a few officials here on the forum and this question is for you

Taking a practice swing on the tee box and accidentally hit my ball off the tee.
No penalty as i had no intention of hitting it.
So do i re-tee it up or play it where the ball landed on the ground?
I was told to hit it where it landed by my buddy
Not 100% sure on this and have read the rules but its not clear to me

Your buddy was wrong.

As per the definitions section of the Rules of Golf, you have not made a stroke: But a stroke has not been made if the player... accidentally strikes the ball when making a practice swing or while preparing to make a stroke.

That basically means nothing has happened, i.e., no stroke and no penalty either. In fact, if you did play the ball where it landed on the ground and the ball landed in front of the tee markers THEN you would be penalized.

Ask the Ryder Cup Captain...he has done this 3 times. Re-teed each time :)

However, what would the ruling be if he had made the stroke but clipped the ball which simply ended in the teeing area?

By 'made the stroke' are you saying it was an intentional swing at the ball? If so, i would guess and say it should be played where it landed on the ground and not tees-up.

If you make an intentional stroke and the ball still ends up in the teeing area (the rectangle between the tee markers you are playing and two club lengths behind) you can re-tee the ball and/or move it anywhere in the teeing area with no penalty. You just have to count the original stroke. This is true even if the ball originally leaves the teeing area but comes back (like hitting it off a nearby tree). If the ball ends up somewhere else on the tee box but outside your teeing area, then you have to play it as it lies.
