Lots of variables to consider so its hard to quote on something without a better idea of the scope. That site is fine but I doubt it would really satisfy a client as a brand new site in 2014, and things always get upgraded once the client sees the potential for improvements and that really can blow the budget. If this is a job you are shopping for a designer to do pm me and we could meet and go over some stuff.
It's kinda like when I was a wedding photographer and a common question was "How much to have my wedding shot?" It's like asking "How much is a wedding dress?" It really depends on the budget more than anything.
Lots of variables yes..but more importantly is how the web site is constructed. Keeping in mind that the algorithm for google changes often and without notice. Once you look at the in depth correct coding and structure it is not easy to price. I deal in the online advertising domain I can can tell you that what looks good and what works can be very hard to see.
You can deal with a friend/relative. Ie...my uncle does this on the side...but it may not be what u require. Optimization and excellent coding (tags meta tags headings structure ) will probably be better in the long run. If you require more help I can pass on a few names of local small companies that could do this fairly fast. Price will depend on what u want ..lmk.
Just remember this : good in the room and good on the bench. Think that is ok....but can't skate. No good on the ice. So make sure whatever you decide that the site will be optimally built ...hope this helps

Have you looked at web.com? That's what they do, build websites/provide templates for small businesses.
